CONSERVATION COMMISSION
Town of Monterey, Massachusetts
MEETING DATE: March 10, 2008
Present: Richard Andrus, Timothy Lovett, Christopher Blair and Judy Bach
The meeting convened at 6:10p.m.
Neu – 9 Bidwell Rd - RDA– reconstruct an existing house, regrading and stone wall (T. Lovett is the project manager)
Dana Bixby, Architect for the Neu’s presented the proposed project. The Commission determined that the area described in the request is not an area subject to protection under the Act or the Buffer Zone (N1).
Mielke – Cronk Rd – SMA RDA – SMA08-01 – site work for proposed house (C. Blair is the project manager)
Rick Mielke, owner of the property reviewed the project details with the Commission. The Commission determined that the activity described will not have a substantial impact on the watershed resources or natural scenic qualities of the mountain region and is therefore not a regulated activity. The said activity does not require a filing of a NOI.
Melzer, 35 Bidwell Rd – SMA RDA – SMA07-03 (J. Bach is the project manager)
The Board reviewed the file and issued the DA with a negative determination because the activity described will not have a substantial impact on the resources or natural scenic qualities of the mountain region and is therefore not a regulated activity.
For Discussion:
1. Mail was reviewed.
2. Minutes from 2.11.08 were approved as written.
3. Valerie Zantay of the Parks Commission came in to present the idea of putting a changing area at the Town Beach. There will not be a concrete pad, there will be 2-3 posts put into the ground and walls will be built around it. The Commission thought it was a great idea and had no problem with the proposal and determined that filing a RDA was necessary only if they were to propose a shed instead of just fencing. The Commission stated that any building had to be at least 40feet away from the lake as that is a no build zone.
4. The Board reviewed the Kamenstien project file. Rick Andrus has been in communications with Phil Timpane regarding all of the conditions the Commission requires be performed. The main issues were waiting till spring to correct and address the wetlands in the front and how the work being performed is affecting them. Maintaince of the siltfence and placing a dumpster on the site are to be performed immediately. Rick stated that the front yard is washing over the silt fence and that the board will issue a letter to address those issues.
5. The Board reviewed communications received from Pyramid Network Services regarding the Mt. Wilcox project, the board will request applicant to appear at next meeting for more info..
